Educational Mission

Twin Rivers Adult School is committed to providing the community with opportunities for individuals from diverse populations to achieve their personal, educational and vocational goals and to become more responsible and productive members of society. As such, our mission is to help students gain the knowledge and skills needed for employment, career advancement, productive citizenry and social responsibility.

Academic calendar and program length

In accordance with WASC Policy 700, a credit hour is equivalent to a minimum of each of the following: one semester credit hour for each 15 clock hours of lecture, 30 clock hours of laboratory, or 45 hours of work-based activities.

Available student financial aid

Currently, Twin Rivers Adult Education does not offer financial assistance.  However, all potential students are encouraged to visit the "One Stop Centers" for possible financial assistance.

Available Learning Resources

Students participating in Primary or Secondary Education (English as a Second Language and High School Completion) will be provided with learning resources in their class.  Students participating in Independent Study for High School Completion may check-out required books from our Winona Office by placing a $20 deposit. Students participating in Postsecondary Education (Career and Technical Education) are required to purchase their own materials.  These materials are generally available at the Winona Office, but students may purchase the materials through any place that they are available.

Additional and supplementary materials for most classes are available for purchase at the Winona Office. Also, most class rooms have a small library of additional books that students may use with permission from their instructor. 

Computer labs are available at the Winona Center and Las Palmas Center.  These labs may be used during class at the discretion of your instructor.  Lab C at Winona is an open lab that can be used from 8:00am to 8:00pm Monday through Friday.  There is a $25 fee for the use of Lab C

Admissions requirements

In accordance with WASC Policy 1310.01, students applying to a postsecondary program (CTE) who do not have a high school diploma or GED certificate must be pre-assessed for their ability to benefit and have their progress evaluated to determine that the student is, in fact, capable of benefiting from the training or education offered.  Classes are open to all persons 18 years of age or older. Individual programs may have prerequisites or additional requirements to join.

ALL NEW AND RETURNING STUDENTS MUST ATTEND ORIENTATION TO REGISTER FOR THE FOR THE FOLLOWING COURSES:

1.  English as a Second Language (ESL) courses

2.  High School Completion, Independent Study, GED Preparation (General Educational Development)

Classes are either open entry or scheduled entry and fee supported or no-fee, depending on subject matter and availability. Some no-fee classes may require lab fees and the purchase of books.  Fees for courses are also listed on the class schedule brochure in the office.

Some Vocational classes are fee based. Fees are due at registration.

Registration fee exemptions are Citizenship, Elementary Subjects (ABE)as well as High School Completion(HSC) and General Education Diploma (GED) class, English as a Second Language some, classes for older adults, classes for the disabled, and Parent Education. Concurrently enrolled students are also exempt.

The Board of Trustees believes that academic honesty and personal integrity are fundamental components of a student's education and character development. The Board expects that students will not cheat, lie, plagiarize or commit other acts of academic dishonesty.  Students, parents/guardians, staff and administrators shall be responsible for creating and maintaining a positive school climate that encourages honesty. Students found to have committed an act of academic dishonesty shall be subject to district and school-site discipline rules.

Nondiscrimination statement

In accordance with district board policy 5145.3 and 4030, we do not discriminate based upon actual or perceived sex, gender, ethnic group identification, race, ancestry, national origin, religion, color, physical or mental disability, medical condition, age, marital status, pregnancy, veteran status, or sexual orientation.

Acceptance of transfer credits

In accordance with WASC Policy 1323: "Accredited institutions have a responsibility to provide for effective transfer of credit that minimizes student difficulties in moving between institutions while assuring the high quality of their education. Each institution is responsible for determining its own policies and practices with regard to the transfer and award of credit. Institutions shall establish policies on the transfer of credit that are clearly stated and that function in a manner that is fair and equitable to students. Institutions shall be responsible for careful evaluation of credits that students wish to transfer. Institutions must balance responsiveness to student’s preferences about transfer of credit and institutional commitment to the value and quality of programs and courses the institutions offers. Transfer of credit policies are to be publicly disclosed. Disclosure statements must include the criteria established by the institution regarding the transfer of credit earned at another institution. "  For courses taken outside of TRUSD, a counselor or administrator will evaluate transcripts to determine the appropriate credits to be given.

Complaint Procedures Regarding an Employee

Twin Rivers Adult School will adhere to the following procedures when there's a a complaint against an individual employee of the district. In accordance to AR 1312.1,

To promote prompt and fair resolution of the complaint, the following procedures shall govern the resolution of complaints against district employees:

 1. Every effort should be made to resolve a complaint at the earliest possible stage. Whenever possible, the complainant should communicate directly to the employee in order to resolve concerns.

 2. If a complainant is unable or unwilling to resolve the complaint directly with the employee, he/she may submit an oral or written complaint to the employee's immediate supervisor or the principal.

 3. All complaints related to district personnel other than administrators shall be submitted in writing to the principal or immediate supervisor. If the complainant is unable to prepare the complaint in writing, administrative staff shall help him/her to do so. Complaints related to a principal or central office administrator shall be initially filed in writing with the Superintendent or designee. Complaints related to the Superintendent shall be initially filed in writing with the Board.

 4. When a written complaint is received, the employee shall be notified within five days or in accordance with collective bargaining agreements.

 5. A written complaint shall include:

 a. The full name of each employee involved

 b. A brief but specific summary of the complaint and the facts surrounding it

 c. A specific description of any prior attempt to discuss the complaint with the employee and the failure to resolve the matter

 6. Staff responsible for investigating complaints shall attempt to resolve the complaint to the satisfaction of the parties involved within 30 days.

 7. Both the complainant and the employee against whom the complaint was made may appeal a decision by the principal or immediate supervisor to the Superintendent or designee, who shall attempt to resolve the complaint to the satisfaction of the person involved within 30 days. Parties should consider and accept the Superintendent or designee's decision as final. However, the complainant, the employee, or the Superintendent or designee may ask to address the Board regarding the complaint.

8. Before any Board consideration of a complaint, the Superintendent or designee shall submit to the Board a written report concerning the complaint, including but not limited to:

 a. The full name of each employee involved

 b. A brief but specific summary of the complaint and the facts surrounding it, sufficient to inform the Board and the parties as to the precise nature of the complaint and to allow the parties to prepare a response

 c. A copy of the signed original complaint

 d. A summary of the action taken by the Superintendent or designee, together with his/her specific finding that the problem has not been resolved and the reasons

 9. The Board may uphold the Superintendent's decision without hearing the complaint.

 10. All parties to a complaint may be asked to attend a Board meeting in order to clarify the issue and present all available evidence.

 11. A closed session may be held to hear the complaint in accordance with law.

Complaint Procedures Regarding Instructional Materials

Twin Rivers Adult School will adhere to the following procedures when there's a a complaint about the instructional materials used by Twin Rivers Unified School District, including Twin Rivers Adult School. In accordance to AR 1312.2

Step 1: Informal Complaint

If a staff member, district resident, or parent/guardian of a student enrolled in a district school has a complaint regarding the content or use of any specific instructional material, he/she shall informally discuss the material in question with the principal.

Step 2: Formal Complaint

If the complainant is not satisfied with the principalís initial response, he/she shall present a written complaint to the principal. Complaints regarding printed material shall name the author, title, and publisher and shall identify the objection by page and item numbers. In the case of nonprinted material, written information specifying the precise nature of the objection shall be given. Complainants shall sign all complaints and provide identifying information so that the district is able to make a proper reply. Anonymous complaints will not be accepted.

Upon receiving a complaint, the principal shall acknowledge its receipt and answer any questions regarding procedure. The principal then shall notify the Superintendent or designee and the teacher(s) involved of the complaint.

During the investigation of the complaint, the challenged material may remain in use until a final decision has been reached. However, upon request of the parent/guardian who has filed the complaint, his/her child may be excused from using challenged materials until a resolution has been reached. The teacher shall assign the student an alternate material of equal merit.

Step 3: Superintendent Determination

The Superintendent or designee shall determine whether a review committee should be convened to review the complaint.

If the Superintendent or designee determines that a review committee is not necessary, he/she shall issue a decision regarding the complaint.

Step 4: Review Committee

If the Superintendent or designee determines that a review committee is necessary, he/she shall appoint a committee composed of administrators and staff members selected from relevant instructional and administrative areas. The Superintendent or designee may also appoint community members to serve on the committee.

The review committee shall review the criteria specified in Board policy and shall determine the extent to which the challenged material supports the curriculum, the educational appropriateness of the material, and its suitability for the age level of the student.

Within 30 days of being convened, the review committee shall summarize its findings in a written report. The Superintendent or designee shall notify the complainant of the committeeís decision within 15 days of receiving the committeeís report.

Step 5: Appeal to the Board of Trustees

If the complainant remains unsatisfied, he/she may appeal the Superintendentís or the review committeeís decision to the Board. The Board's decision shall be final.

Sexual harassment statement

In accordance to Board Policies 4119.11, 4219.11, 4319.11, and 5145.7, Twin Rivers Adult School is committed to maintaining an educational environment that is free from harassment. The Board prohibits sexual harassment of students by other students, employees or other persons, at school or at school-sponsored or school-related activities. Twin Rivers Adult School also prohibits retaliatory behavior or action against persons who complain, testify, assist or otherwise participate in the complaint process established pursuant to this policy and the administrative regulation.

Refund Policy

The refund policy is as follows:

Due to the paperwork involved with registration of our classes and the spaces left empty when cancellation is just before class begins, and that you were holding a spot in the class we can not fill in time, there will be the following policy in place. 
                                     
There will be no refund after the third day of class.    NO EXCEPTIONS!
 No refund will be processed until your check has cleared the bank.

(Refunds will require 4 to 6 weeks to process)
 
For classes less than $300.00 the following policy will apply:
  • If you cancel prior to the third day of class the cancellation fee is $20.00
  • THERE IS NO REFUND AFTER THE THIRD DAY OF CLASS.
For classes more than $300.00 the following policy will apply:
  • If you cancel prior to one week before the class begins the cancellation fee is $50.00.
  • If you cancel one week prior up to the third day of class the cancellation fee is $100.00.
  • THERE IS NO REFUND AFTER THE THIRD DAY OF CLASS.
For classes of short duration (Forklift, etc) the following policy will apply:
  • If you cancel prior to one week before class begins the cancellation fee is $30.00
  • If you cancel one week prior to class after you will receive NO REFUND.

MATERIALS FEES

All materials fees must be paid prior to the start of class. Such fees will not be refunded after the third day of class. The cost of textbooks and supplies are not refundable.

Access to academic and personal records policy

In accordance with WASC Policy 1314, Twin Rivers Adult School maintains students’ records documenting the requirements for admission for all students.

Satisfactory Academic Progress (SAP)

All Postsecondary (Career and Technical Education) Students are expected to demonstrate satisfactory academic progress in order to continue in their training program and complete a program of

All Postsecondary (Career and Technical Education) Students are expected to demonstrate satisfactory academic progress in order to continue in their training program and complete a program of study. Satisfactory academic progress is defined as achieving a "C" average in graded courses, or skill proficiency in non-graded courses. Academic probation is defined as either a six-week period of time for classes that meet for less than 30 weeks, or twelve weeks for classes that are 30 weeks or longer. Students sponsored by the Veterans Administration who do not achieve a "c" or standard of proficiency by the end of their probation period will have their VA benefits terminated. Students progress reports occur every six weeks

Program Completion and Student Learning Outcomes (SLO's)

Every student who successfully completes a career and technical program at TRAS will receive a Certificate of Completion.
